Responsibilities:
- The Stormwater Design Engineer will prepare: H&H models in both 1D and 2D, water quality modeling/assessments, geospatial evaluations, design plans (e.g., Municipal, DOT designs), specifications, and cost estimates in support of civil, drainage, stormwater projects, watershed studies, stormwater masterplans, FEMA flood studies, flood resiliency projects, and capital improvement projects in addition to the other items.
- Projects will include stormwater management, stormwater detention and facilities (e.g., SCM, BMP, GI, LID), planning studies, erosion and sediment control, and water quality studies through planning, designing, O&M development, regulatory compliance and permitting.
- Analyze system flows for drainage, surface waters, flood risk, and mitigation alternatives.
- Perform calculations and make recommendations on concerns regarding erosion, drainage, flooding, etc.
- Participate in project decisions regarding technical approaches, feasibility, cost, construction approaches, and scheduling performance.
- Perform designs, inspections and technical review/assessments of storm sewer line replacement and extension, and stormwater facility conversions and retrofits, bridge scour, studies/modeling, SCMs, land development plans and specs.
- Address local, state, and federal flood management regulations such as providing MS4 and other regulatory compliance, permit support and coordination with multiple agencies.
- Prepares and reviews easement, encroachment, and permit documents.
- Assists in preparation of bid documents and manages the bid process for rehabilitation and capital projects as assigned.
- Participate in field work, site visits, and data collection in a variety of areas and weather conditions.
Qualifications:
- BS in Civil Engineering or related engineering degree
- Professional Engineer (PE) License in North Carolina, or ability to obtain NC PE within 3 months.
- A minimum of 10 years’ experience in water resources related work in systems, design, rules and regulations related to stormwater and or flood mitigation
Experience in one or more of the following fields:
- Stream Restoration
- Wetlands
- Stormwater Control Measures (ponds, bioretention, swales, etc.)
- Municipal Design (Underground Storage Tanks, storm drainage networks, etc.)
- Green and Gray Infrastructure
- Experience using AutoCAD Civil 3D.
- Must be able to travel on an as-needed basis. Travel is estimated at 25% (primarily local travel).
Additional Preferred Qualifications:
- MS in Civil Engineering or related engineering degree.
- Certified Floodplain Manager (CFM) Certificate.
- Experience in riverine and coastal infrastructure projects
- Low impact development/green infrastructure
- FEMA flood studies, floodplain analysis, mapping, management and hazards analysis experience
- Stormwater hydrology and hydraulic modeling; stormwater and drainage infrastructure permitting and design
- Performing surface water analysis using HEC-HMS, HEC-RAS (1-D and 2-D) and experience with ESRI ArcGIS software; other experience in modeling such as InfoWorks ICM
- Watershed assessment & planning with emphasis on urban flood risk, flood protection and resilience
- DOT roadway drainage and/or bridge/culvert design with scour assessments
- Knowledge of stormwater management, NPDES permitting, and water quality modeling
- Construction principles, including survey, inspection, and engineering methods and materials, and surveying methods and techniques
