Position Summary: Who You Are Driven and Experienced Contracts Professional You are a well-versed expert in the Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFAR) as well as in Commercial contracts and agreements. You have demonstrated experience exercising sound business judgement and navigating ambiguity. You take pride in broadening and deepening your contracts knowledge and skills in a variety of contract types (FFP, CPFF, CPIF, CPAF, and T&M) and agreements (Teaming, NDAs, OTAs, CRADAs), and you embrace the opportunity to negotiate and resolve complex contractual matters to produce positive outcomes. You are motivated by the opportunity to share your knowledge with others and to assist junior contracts representatives in their journey to becoming experts in the field, and you are excited to contribute to standard procedures, templates, and guides. You are diligent, meticulous, and organized, applying attention to detail in complying with requirements, such as recurring reports and contemporaneous, audit-ready contract files.

Diplomatic and Strategic Business Advisor - You thrive in high-stakes environments, expertly juggling tight deadlines, complex negotiations, and coordination with other functional areas in the drafting, reviewing, and signing of contractual documents. You bring clarity, consistency, and confidence to the execution of proposals, negotiations, contracts/agreements, modifications, and other contract management documents, ensuring that the customer's needs are being met or exceeded while the company's goals are prioritized. You are an expert in managing the full contract life cycle and go above and beyond administrative and transactional output to provide insightful and strategic guidance on proposal and contractual matters that impact larger business operations.

Polished and Collaborative Industry-Government Liaison You are a strong communicator and synergistic team player who can turn complex legalese into clear and comprehensive contract strategies. You are also a balanced and poised negotiator with the experience and professionalism needed to lead all communication with Government and Commercial customers, as well as internal departments, in the management of contract risks and the monitoring of cost, schedule, and performance. You forge strong business relationships with customers and prime/subcontractors to find the nexus of optimal mission support and company ROI. You are fueled by delivering meaningful and impactful services and products to customers, and, while you have the knowledge, skills, and abilities to work independently, you enjoy working in teams where you can translate complex T&Cs into actionable objectives that can be understood, measured, and achieved across the organization.

Duties And Responsibilities As a Contracts Advisor, you may be an individual contributor, mentor or supervisor while supporting proposals and managing contracts and agreements. This role resides within the Contracts Department and reports to the Director of Contracts or their delegate. Key responsibilities include:

  • Mentorship & Collaborative Leadership Foster meaningful peer relationships by sharing knowledge and guiding colleagues through proposals, contracts, and agreementsespecially those aligned with U.S. Government requirements, research contractual topics and policy updates, and serve as a reliable resource for answering questions and providing clarity to peers as needed. Lead alongside others, offering contractual insights, encouraging mutual growth, and nurturing a collaborative environment that keeps stakeholders aligned and engaged.
  • Proposal Support: Work closely with colleagues in other departments to shape contract strategies for new opportunities and prepare compliant and competitive proposals. Strategize and plan for negotiations in concert with the team.
  • Contract Administration: Advise colleagues on Otech's contractual rights and obligations, as well as those of the customer, to enable the team to make fully informed decisions about contract execution. Ensure contracts are actively administered including managing constructive changes, submitting requests for equitable adjustments and ensuring all obligations are met by the parties.
  • Writing & Negotiating Contractual Documentation: Support the drafting, review, analysis, revision, negotiation, and summarization of a variety of contractual documentsincluding correspondence, contracts, Statements of Work, terms and conditions, NDAs, Teaming Agreements, OTAs, and other essential documentation. Contribute to achieving favorable contractual outcomes while ensuring alignment with applicable policies and stakeholder direction.
  • Ensure Compliance & Scalability of Processes: Support a cultural of continuous improvement, including scalable processes, while ensuring compliance with changing regulations. Contribute to the refinement of Enterprise Resource Planning (ERP) practices and maintain efficient, audit-ready contract filing and documentation systems.
  • Learning & Development: Actively contribute to a culture of continuous improvement within the Contracts Department by identifying relevant training topics, sharing key takeaways from real-world experiences, and developing engaging learning materials and presentationsboth independently and collaboratively with peers.

Qualifications REQUIRED: Bachelor's Degree from an accredited college/university. 5+ years of progressively responsible contracting experience. Experience contracting with the U.S. Government as both a prime contractor and a subcontractor and under a variety of contract types (CPFF, CPIF, FFP, etc.) and for both supplies and services. Expertise in administering government contracts with emphasis on FAR Part 15 contracts and cost-reimbursable contracts. Familiarity of the FAR system and government regulations. Experience in drafting, revising, and negotiating commercial and government contract terms and conditions, ensuring alignment with company guidelines and industry standards, while also balancing management's strategic goals with the customer's desired outcomes. Professional competencies including strong ability to synthesize and analyze complex information and communicate it clearly and succinctly; problem solving, writing skills; relationships, collaboration, team building, sound judgement, exercise of diplomacy, creative thinking and a solution-oriented mindset, and efficient time management and prioritization and proactive big picture thinking. U.S. Citizenship. Ability and willingness to obtain and/or maintain Top Secret security clearance. DESIRED: Certified Federal Contract Manager (CFCM) from National Contract Management Association (NCMA) (or similar). Experience with Enterprise Resource Planning (ERP) software (preferably CostPoint) and leveraging software for contract management. Current active Top Secret security clearance.

Additional Information This position is Hybrid - Remote and will require commuting to a designated office. Hybrid work schedules are determined by the hiring manager based on business need.
